Hisashi Ouchi was one of the worker from Tokaimura nuclear accident which was a serious nuclear radiation accident in Japan. On September 30, 1999, it happened at a uranium-reprocessing plant in Tokaimura, Japan, which is northeast of Tokyo. A little fuel preparation factory run by JCO was the site of the disaster.
On September 30, 1999, Hisashi and two other workers were instructed by the Japan Nuclear Fuel Conversion Co. (JCO) to mix a new batch of fuel at the power plant in Tokaimura, Japan.
Unfortunately, due to a lack of safety measures and the pressure to meet a deadline, they attempted a shortcut that led to in a catastrophic accident at the uranium processing plant.
Forty-nine people were exposed to dangerous levels of radiation. Tragically, Hisashi was one of two people who received a lethal dose of radiation from the incident.
Hisashi Ouchi Death
Hisashi Ouchi was 35 years old, at the time of his death. He passed away 12 weeks after the accident, on 21 December 1999. He suffered severe damage to his skin and was kept alive for 83 days. His body eventually succumbed to multiple organ failure leading to his passing.
He was in closest proximity to the tank when the accident occurred, making him the first victim of this nuclear incident. Masato Shinohara, aged 40, succumbed to radiation poisoning seven months later.
According to reports, Ouchi was exposed to 17 sieverts (sv) of radiation, Shinohara to 10 sv, and Yokokawa to 3 sv. A dose of 8 sieverts is deemed lethal, and the maximum annual exposure authorized for Japanese nuclear workers is 50 milli sieverts. Extra 83 employees were exposed to greater levels of radiation than usual.
