Born in Bakersfield, California, Judy Wages was born January 26, 1965. He was born to assistant city fire chief Owen McCarthy and homemaker Roberta Darlene (née Palladino).
McCarthy is a fourth-generation Kernite. His paternal grandfather was Irish and his maternal grandfather Italian. His parents were Democrats, so McCarthy is the first Republican in his family. He played football at Bakersfield High School from 1979 to 1983.
