Steve was born in 1971 in Cloncurry, Queensland, Australia. Steve grew up in Emerald, Queensland’s Central Highlands Area. North Rockhampton State High School was where he studied.

Steve Baxter enlisted in the Australian Army when he was 15 years old. He served for nine years. “The Australian army, not the neighborhood I grew up in, had a significant influence on my views on hard work and how you treat people,” he told SMH.

In 1994, Steve launched SE Net, an internet service provider. “My first business actually began when I was a soldier in 1987,” Baxter recalled in 2012. He continued: “I started an Internet Service Provider in Adelaide, South Australia.”

In 2001, Baxter and Bevan Slattery established PIPE Networks, which was further developed by the pair in 2004. In 2006, he received the Entrepreneur of the Year award from Ernst & Young for the Northern Region.

On January 17, 2008, PIPE Networks announced that it would build a $200 million international link from Sydney to Guam. On June 30, 2008, Steve resigned as the CTO of PIPE Networks. He later worked for Google in California as a Technical Program Manager.

TPG acquired PIPE Networks in April 2010 for $373 million. Following the announcement, TPG’s stock increased by 11%.

In March 2012, he launched River City Labs, an Australian coworking space and accelerator in Brisbane that assists entrepreneurs in the state of Queensland.

Steve Baxter’s also a judge on Shark Tank Australia, which began in 2015 with Glen Richards, Naomi Simson, Janine Allis, and Andrew Banks. “It costs me $300,000 to perform due diligence on the Shark Tank proposals I invest in,” he revealed in 2018. He continued: “I’m not here to back lemonade stands; that’s not what I’m here for.”

He was awarded the Pearcey Medal for Lifetime Achievement in 2016. In 2018, River City Labs was acquired by the Australian Computer Society. Ramasundara added that his organization is “thrilled” to have been given the chance to develop RCL further.

In 2018, Steve was named Queensland’s Chief Entrepreneur. “There’s a lot of excitement in the Central Queensland area right now,” he added. He was also chosen as the state’s leader for entrepreneurs in 2018.
