Chloe was ordered to continue dealing with the Chinese contact while reporting everything to Scott Matthews.
The important detail is that Chloe had obtained Jason Collyer’s laptop for the Chinese side. She believed they only wanted the information stored on it. She later showed the laptop to Scott before it was returned to Jason.
Scott kept the laptop for around an hour and then gave it back to Chloe. He told her that everything was fine. Chloe therefore had no idea that the laptop had been turned into a bomb.
Who Killed Vincent Mair?
The finale reveals that the bomb came from the Chinese operation, but the truth about Vincent’s death is more complicated.
Scott Matthews discovered that the laptop had been altered after it had passed through Chinese hands. Instead of stopping the attack or warning Vincent, Scott allowed the laptop to continue to Vincent’s laboratory.
Scott was working directly for Sir Ian Downing.
That means Sir Ian did not personally plant the bomb, but he knew Vincent was going to be killed and deliberately allowed it to happen. His role makes him responsible for allowing the murder to go ahead.

Why Did Sir Ian Let Vincent Die?

What Happens to Gordon Laity and Sir Ian Downing?
Amy and Kirsten eventually confront Sir Ian with the evidence they have collected. Jasmine Kelly also confirms that Scott Matthews was working directly for Ian.
Sir Ian is arrested on suspicion of being an accessory to murder, attempted murder and conspiring with a foreign power.

What Does Shen Jia Do With the Biofuel?
This is the most important decision in the finale.

So Jia chooses a different path.
During COP31, she publicly reveals what she discovered in Svalbard. She explains the potential of the bacterium and reveals that she has brought live samples with her.
Instead of giving the discovery to one government, Jia invites scientists from around the world to work on it.
This follows the original idea she shared with Vincent. By spreading the research internationally, she makes it much harder for a single government to control or hide the technology.
Does Shen Jia Get Asylum?
The finale does not give Jia a clear official asylum decision.
However, her situation changes dramatically after she goes public. British authorities can no longer quietly send her back to China while hiding the wider conspiracy.
Robertson indicates that her asylum claim will have to be properly considered. So while the episode does not officially confirm her asylum status, Jia is clearly in a much safer position than she was earlier in the story.
Why Does Amy Silva Resign?
Amy saves Jia, helps expose Sir Ian and gets to the truth behind Vincent’s murder, but she also breaks government orders while doing it.
